Yes, it seems so, I have seen it numerous times now. The exact thing is happening with AJM over the past couple of months, trading in a very tight range and on pre-open you can see the same discrepancy in buy/sell volumes (only if at top of queue). Interesting to note both companies are very close to announcing finance and are likely to ship product in early 2018.
