To be honest Nui, this reads like any other CSR section of an annual report for a major resource company operating in a developing country. It is boilerplate, and it is their portrayal, not that of the community, which is what is at issue.
That is not to say Ore isn't doing good work - maybe they are - though given how they have fumbled through their actual business delivery, I wouldn't be surprised if their CSR on the ground is not as rosy as it is portrayed in reporting either.
What I am saying is the the WP article reveals a discontentment in the community which Ore should be openly, actively seeking to address at any opportunity, including in this article.
That Ore is a benefit to the community as a whole should not be in questions at all if the company is building schools, sanitation systems, internet and telephone lines, providing healthcare, training, etc. for everyone to enjoy.
These indigenous communities will either be an ally or a barrier to the long-term success of the company, and the sector in this region of the world. If after years of CSR back-patting, they are sitting on the fence, the company needs to do better, and investors should be wary.
