I think it's more likely that he is updating his political movement, incorporating some of the latest Nationbuilder software into his web presence to better track and engage with his supporters.

He already runs a program to identify, support and mentor like minded possible future political candidates while they are coming up in the world.

People see that activity and speculate that he may one day turn that into a political party rather than a movement within a party.
