The existing exploration partners will no doubt be a beneficiary of the final price in a competitive bid process for the production phase is my expectation and nothing stopping existing holders partnering and bidding but I would like to see clarification/detail of what share the explorations licence holder gets in the next phase of exploitation given all the risk and effort put in to date.
