Further to this i would draw your attention to 187B clause 2. Where it is stated
"The Communications Access Co-ordinator may declare that subsection 187A.1 applies in relation to a relavant service that a service provider operates."
So its clear that the CAC has deemed Wangle as a service provider that is required by law to comply with the act.
I dont know how anyone could interpret the act in any other way. It is all there in plain English.
