    As for how to exercise the options, it's been a long time since I've exercised options but I'm pretty sure there's a form you fill in and send it in to the company with a cheque for the required amount.

    You can exercise them at any time. If you're going to exercise them why not do it now? Might make you question why you're not buying fully paids for 3c now.
