Simple answer to this stuff.
If you later realise that you perhaps didn't meet the standards required, and that a repayment is the smartest/safest remedy to avoid the wrath of your employer, you repay 200%.
If that messes up the books intolerably, the extra payment should go to a charity of the minister's choice.
Fixed.
Done.
Dusted.
Probably won't even have to have that grueling discussion with Bill. No haranguing in the house.
No handwringing about what's in and what's out. Except maybe your seat come next voting day...
