The government could hardly justify grabbing even more from the winners.

And the government then gets some of the winnings anyway as the winners spend
some of this money on cars, houses, and so on, all if which attract either GST, stamp duty, transfer fees,
luxury car tax, etc.
Or in the unlikely event the winners invest their money wisely and earn income, they pay tax on that.
So a really bad idea to suggest the government had another grab from the winnings.

( And they'd probably only spend it on travel allowances!)
