I hate to put a dampener on the party but I believe that the necessary upgrading plants are VERY expensive ($300m-$400m for the basic plant (small) with no allowances for infrastructure (assuming plant to be located on top of power, port and next to railway). You would apparently need ~500m tonnes to make it feasible. Yes is very interesting small tightly held stock but be cautious as at the end of the day may not work - even if specxulation drives the stock up in the interim.
