There are certain Hedge Funds here in the US that would make that happen. The famed Baker Brothers Advisors as an example. The two brothers specialize in biotechs and you can take a look at just one of their investments as a pointer. SGEN (Seattle Genetics). Their hedge fund is legendary and is extremely well regarded.
I believe they are watching the stem cell space and particularly MESO. The next to nothing float in MESO just adds fuel to the fire.
