The Bank of Moscow this week launched a pilot that adds an EMV debit application to a multiapplication social benefits card used by pensioners, students and other state aid recipients.
The Moscow Social Card now delivers free or discounted fares on the Moscow Metro using a contactless transit application. It also identifies cardholders for some health services and allows them to make withdrawals and purchases from their pension or other benefits accounts, the latter with a magnetic-stripe-based debit application.
Now the bank plans to test cards with more sophisticated dual-interface chips that will combine the contactless Mifare transit application with a standardized EMV (Europay-MasterCard-Visa) debit feature. The bank plans to issue 20,000 of the dual-interface cards over the next few months for the pilot, says Visa International, whose EMV application is being used. If successful, the bank will consider whether to convert any of the more than 2 million social cards on issue that carry a Visa Electron application on the magnetic stripe. The chip could also provide a platform for other welfare services, which could attract other government agencies interested in cutting fraudulent benefit claims. Since the Moscow Metro introduced contactless cards for fare collection in 1998, fraud related to the discounted or free fares it offers pensioners and others has reportedly dropped substantially. The Moscow Metro and other government agencies are involved in the Social Card project.
Meanwhile, government officials in St. Petersburg and other cities in the Commonwealth of Independent States are interested in the concept. New AFC Contract in Moscow
ERG Limited’s subsidiary, AES Prodata, has signed a contract to supply a new automated fare collection system for the Moscow Metro. The system will be launched later this year.
The new system will include V3000 combined magnetic and contactless smart card readers, barriers, on-station computers, a data collection infrastructure management system and a card personalisation and issuing system. The V3000 offers the flexibility to read both contactless smart cards and magnetic stripe cards.
The Metro is the main mode of transport for 3 million passengers per day, and accounts for 47% of all journeys made in the city. The implementation of a new revenue collection system was required to improve fare collection, reduce fraud and handle the increasing volume of passenger journeys.
Initially, 153 Metro stations will be equipped with two modified gates in each hall (240 entrance halls). The number of gates fitted with the new automated fare collection system will eventually increase to eight per hall. The value of the contract is approximately A$8.4 million and will potentially lead to greater opportunities in Moscow and Russia.
Moscow Metro’s decision to award the contract to AES Prodata was influenced by the Company’s international experience in providing multi-modal ticketing solutions in various cities, including Bucharest, and progress to date in Melbourne and Hong Kong.
The V3000 units will be installed on the existing turnstiles, with magnetic stripe tickets being used for single, multi-ride tickets and monthly passes. All V3000 units have the capability to read contactless smart cards, which will initially only be used by Metro staff.
In the future, the system will be upgraded and extended to cover other classes of concessionaire. It is planned to introduce Point-of-Sale (POS) equipment in sales outlets at Metro stations. These will dispense magnetic tickets and add value to smart cards.
