Given the current share price the market is at face value ascribing a probability that the deal will go through in its current form at about 67% and probably a bit less (more like 60%) if you believe the company would continue to trade a little less than cash backing once the money has been received.
The market is definitely not factoring in a better outcome at this point in time IMO.
Once the cash deposit is received the probability of completion of the deal is likely to increase along with the share price. My guess is that the probability will increase to about 80% (coinciding share value 40cents).
If this wasn't in Mali I'd be buying now.
