If you mean small trades occurring throughout the day, this has happened many times before with PSD and other stocks. Some days they are all buys and other days they are all sells. King Baz on the Sharescene CUV board (or EPT as it was then) put forward this explanation:

The ' every 3min' . . . is a broker sanctioned program buy, typically a broker that does not want to show their intention of how many it is they want in the belief that they will get EPT for a better price. This ties in with the 'capping' you mention, l noticed this also. Not unusual for a series of programmed buys to result in a dump - once new buyers have been baited.
