I imagine that they want to burn through a bit more of the cash GPX still has in hand (hopefully adding more value to its Mkt Cap) before advancing towards any financing.
As for offtake, that is a harder question on timing because it depends more on the tests performed on GPX's graphite concentrate by third parties and potential offtakers.
