It's easy to call them "illegal" - I think that's a pejorative term. They amended laws through congress to ensure that the tribunals were properly formulated.

What we all seem to forget is that this is all a reaction to Sep 11 - they are the ones who had planes flying into their buildings and they see these guys as being special.
