This is NOT just a matter of having somebody on call, to sign some paperwork.
The whole bail/parole system is flawed.
So many offenders that should NEVER have been bailed/paroled, that re-offend within a week or two
of being set free.
Incredible to see so many police, standing around and watching that murderer,
doing nothing because of regulations in regards to apprehending criminals,
or lack of insight and initiative, in regards to assessing/containing a volatile situation.
Did 6 donuts, should have been tasered, at the very least, before starting the second one.
No one could have known what was about to unfold later, but they knew he was a "nutter",
and to allow anyone to do burnouts, and make no attempt to control him, is ludicrous.
