I really think that the BOD has found itself in a difficult situation with the CR and the possible JV. I suspect a great number of investors are waiting for the JV announcement (or not) before deciding how much or whether to commit. So whether the CR was a good idea or not - it now has a built in delay, which could be a reason for nervous phone calls!
