The deal was done with Obama and as it looked like it could not be completed before Trump took office there where doubt if Trump would honour the deal.
Mr Trump's executive order which states officials can still admit refugees under pre-existing international agreements. That section was included in the final version of the executive order after the Prime Minister's office intervened.
So the question is, how was it that the prime minsters office was able to intervene and influence the final version of the executive order?
