    No it isn't. Let me explain:

    Winner-take-all means if someone wins Ohio by a single vote (after a recount), they get all 18 Electoral College votes.

    Proportional would mean if someone won Ohio by a single vote, they would get half (9) of the 18 Electoral College votes.
