With NOR bleeding cash like they are they will be out of money by the end of April. I can't see how they can market and run a capital raising in less than a month. There is also no way a contract will appear with cash to save the company in time at this stage.
There will be a CR announced within the next few weeks for certain, you will be able to tell when this is imminent as there will be some quasi announcements as a lead up to try and stop the SP hemorrhaging before the CR closes (as happened last time).
In my view the only way the CR will hit its minimum subscription is if NOR, for once, come clean with a transparent description of where each of there apps are at, when they will be complete to a sales stage and how much in R&D it will cost to get each there. I think the market is well aware of NOR fluff and sees straight past it now as evidenced by the Affinity announcement.
I cannot see anyone tipping more money in without guaranteeing results. It will then be up to NOR to find partners, buyers and users for these apps - and that will be the only risk the market will take on NOR.
If the CR fails then thats it. NOR has no real customers, no real sales (I think your corner milk bar has greater sales than NOR presently), precious little IT to show for its investment and a hundred competitors all working on similar things in a similar space.
