The "actual" vote in inconclusive because the participation vote is not 100% like Oz. I remember back then when Kim Beasley lost to Howard some would argue from the 'People over board' cleverly exploited by Howard, Kim actually had a bigger popular vote but still lost the election. Here is where some again would argue proportional representation is a fairer way to avoid perceived illegitimate winner.
