    Why? The local Islamic community can still pay for the certifiers and it will still be halal, the only difference is that non-Islamic people don't have to pay for it. If it that important a thing for them and they want Australian produce then they will pay for it.

    If it only works when they are being paid for it then it probably is not that important.
