It means that no Muslim individual can be treated or regarded on their merits, they're to be regarded with contempt even though as you concede in this case Aly himself presents no threat. Waleed Aly's only offence is that his decency might prevent someone from directing insufficient hatred towards other Muslims according to your hateful (il)logic.
