So would you consider it possible that the intervention by Senegal Govt - way back at the start 'strongly suggesting' - shall we say - that the parties reach an amicable agreement might just be an example of the Government subtly saying ... hey you know that 60 day deemed approval bit, well forget it and go sort this out....amicably

So if what you say is true but WPL and COP come out in October and announce completion anyway - what would you expect the government to do?

Nothing? We are more than 60 days past the announcement of the completion of the transaction and FAR has not been able to clarify government approval of the transfer of change of control, the government is either refusing to answer FARs question or FAR are not asking the question for them to remain unadvised and hence unaware.
