That's one way to look at it and if it was in an uptrend and was bouncing off short term lows on low volume perhaps but when a stock has been in a long term downtrend for nine months and breaks to new lows on volume every time (have a look at the chart) then IMO it's just a sign bigger shareholders have been selling on the way down and the stock just continues to faulter as sellers outweigh buyers.
Supply outweighs demand and prices fall, IMO not much more to it.
