They are 2 exchanges. The reason the SP closed at 75 is that the last trades went through the ASX at 75 after the last trades at 70 on Chi-X.
Brokers can execute through either exchange. But there is rarely an "arb", as the last trades reflect two orders at different times. Eg a party sold at 70 and the broker executed at the time through Chi-X. Chi-X received no more orders and then another party subsequently bought stock at 75 which the broker was able to execute through ASX.
