Doubt it. R&D refunds are retrospective, so the activities get assess and "refunded".
My interpretation is this is more forward looking about whether or not the activities in India will be R&D (i.e. Australia will only give you R&D refunds if the costs you incur are going to benefit Australia, if its only for the benefit of India, why would Australia give you refunds?)
