Not really the words they used, it's more the words they didn't use. If the news was positive there would be no reason not to allude to that fact. After all it was going into a halt anyway.
I think, at best, they got a little of what they wanted, but not all. At worst a total rejection.
I read the announcement and my immediate thought was "oh no, that's not good".
Again, happy to be wrong!
