Unfortunately I don't think they can do it. They're already sitting at 19.9%. Once they hit 20% they have to launch a takeover! Otherwise , there's a cool down period of 6 months( I think) before they could do that again.
So if their plan is to takeover AJM in the future, I would assume them to not do anything now, and will it few months from now. AJM has gotten all the permits so it's completely derisked. I'm currently not to fuss about the finance since it would be just the terms waiting to be discussed.
