"bench level" is the a very apppropriate choice of words.

Tp build a pilot plant you need a very experienced team which will cost you a minimum of $25k a week plus materials etc before you even get to try it out. Can take a year or mode to build. Been there, done that.
Maybe the Chinese are prepared to pay for it, JRV certainly doesnt have the funds.

Judging by the size and appearance of the Aspen "plant" (for lack of a better word) it also needs a lot of work.

This is not an attempt at downramping. maybe the chinese come up with the money and staff.
