But what if JRV's theoretical process costs a mint and takes ages to verify and implement?
What if INL bought into JRV thinking that the INL know-how would speed this up and cost less with more certainty?
Then INL would have been right to buy in, expecting a JV or a merger or acquisition; and would also be right to pull out if there was no hope of this.
