Unfortunately, with spec stocks the SP often doesn't accurately reflect the fundamentals. There is no better example of this than KNL. I don't expect a significant increase in our SP until Euroz is out and finance is obtained.
To my knowledge it's not clear if the finance with KfW IPEX-Bank is contingent on the GGG being granted. I'm going to assume it is. With that in mind, the German Government doesn't simply hand out $40M loan guarantees without thorough due diligence. Every detail will be scrutinised, which in itself takes time, not to mention the usual slow pace with which things move through Government departments. My prediction is for finance to announced April/May.
