It's called thumb twiddling while the bosses do their negotiating. Between here and London it probably takes three days to send an ambit re-position, them having a meeting then make a counter offer. Email may be fast but doesn't carry the pressure of face to face discussions. If the One Steel agreement has caused an upping of the ante it would take a week just to say "Hey look what we've done" and get a response. Maybe BHP is digesting the new competition and tightening it's strategy to put it's foot on the technology? Hope so
