I think what he means is that the issue can only really be resolved in the timeframe (befvore end of march) if CNNC is denied the option or stops trying to take it AND the BH 75% agreement is achieved. Otherwise it'll drag on with legal or other lengthy processes or hopefully not - dreaded insolvency.
