What rule states that the top 20 can't sell?

What rule say that those outside the top 20 must sell?

There are about 59mil shares in escrow (you do know what escrow means?), so they can't sell and they are peppered throughout the register, not just the top20.

That leaves about 55mil shares freely tradeable, some of which is in the top 20.

Basically your entire post has killed any small speck of credibility you had remaining.
