The reason water vapour isn't self sustaining is that it condenses out of the atmosphere. The equilibrium of a world without greenhouse gases would see the water as a reflective piece of ice. Or so claimed Joseph Fourier, that lefty greenie radical scientist who made up scary stories in order to get research grants.
