If the feds say yes to mining but up to the states the we will have no mines but if the fed states mining across all states then we will comply. All he is saying is; Feds - If you want mining then enforce it so I can pretend it wsn't my decision!!!
Political wrangling nothing more. Same language that has been used for last 2 years just slightly different angle as he has laxed his stance.
