Currently the options are at 28 cents.
To exercise them before the 30th June will be 17.5 cents each = 45.5 cents as against the fully paids at .47 cents.
It is possible that between now and the expiry date these options could fall lower, however, for 17.5 cents you will have converted them to (RMS's) fully paids.

I know that some are saying that these options and the 30/12 options might be holding RMS share price back a bit or that these two types of options may adversely affect the share price because of the dilution.

I guess it depends how confident you are about where RMS are at present based on what you have read and heard thus far and it seems like a very good story so far with plenty of upside potential without even taking into consideration RMS's major project targets.

When you received these free bonus options (RMSOA's)you would have received a form "Notice of Exercise of Options" and all you need to do is fill it out and send off your payment of 17.5 cents for each free bonus option or you can just sell them at current price right now.
If you can't locate your form and you want to exercise your free options you should contact Computershare Investor Services Pty.Limited and advise them and quote your SRN / HIN number.
