It is pretty clear that they aren't selling the story at all well. All the market knows about is one delayed plant and can only conclude that further progress hinges on the completion of this plant unless the company says something otherwise.
The company has taken the decision to knuckle down and only release news once they have further contracts. I think an update on the rest of world opportunities wouldn't go stray though.
