So it does prove that it was purely just inept management rather than fraud.

Not sure it will dent the CA. That was never based on fraudulent action, but rather announcements about everything being dandy when actually the crap was already hitting the fan.

This was not covered in the investigation.

Not a negative take. Just an observation.
