It seems to me there's two possible scenarios, and it's up to you as to which one you believe;
- He is incredibly confident and has faith in the work he is doing; or
- He is incredibly desperate and trying to maintain the pretense that everything is ok.

As for the ongoing buying, it would be questioned if he bought every month and then just stopped one day, with the company going into a CR, or worse, shortly after he stopped buying. He'd lose all the goodwill he's built up with his shareholders.

I believe this matter, just like the graphite market, is far too opaque to call.
