That's not dumping. Those are just cross trades (the 'XT' bit.) The 'OS' bit you correctly identify as overseas.
The prices are pretty close to the closing price here.
Cross trades are just when one entity transfers shares to another, or a broker transfers shares from one client to another at an agreed price. Often, it's just one entity, such as a holding company, transferring to another, e.g. a super fund, or vice versa.
Nothing sinister in that little lot. :)
