My guess is that apologising or admitting failure may lead to the charge of incompetence and that could lead to lawsuits from angry SH's (think about those poor OB holders that got reamed). I bet OGX legal counsel and their professional indemnity insurance have been vetting their communications in this regards. There cannot be any other reason as a decent human being would accept responsibility and ask for forgiveness.
