The part you neglected to underline:

No reasonable person, who has the benefit of advice from counsel, would submit to questioning in such a highly politicized, witch hunt environment without assurances against unfair prosecution.

So it appears he IS seeking immunity, the question revolving around what he considers to be unfair.

Probably a moot point as it seems most unlikely he will be granted immunity in any case.

Rep. Adam Schiff, the ranking member of the House Intelligence Committee, said on Sunday he has a "very healthy skepticism" about whether it's worth granting immunity to Michael Flynn, President Donald Trump's former national security adviser, in exchange for his testimony.

But Schiff, a California Democrat, said on CNN's "State of the Union" that it's unclear whether Flynn "really can add value to our investigation, whether we need him to learn information we can't learn from other sources."

When the Senate gets the leads they're after from "other sources" they can then subpoena Flynn for his testimony anyway and question him under oath.
