Its true that they are not obliged to buy shares but it makes you wonder if they aren't prepared to pull the trigger at these prices when will they? And what does that say about management's expectations?
Its possible we will go through another year without the buy-back being activated but if thats the case - why bother? Just issue a dividend annually and be done with it.
