My Wife's apartment is in a 3rd tier city, a few mill pop, and prices there are stagnant and have been for a couple years now. in fact it's for sale now but little interest in it although it's a gov dept built apartment which are considered well constructed. There are a huge amount of new hi rise's continually going up there ( The same apartment in a 1st tier city is worth 10 times as much ?? ) . Just as in other countries some cities are hot, some not.
