I'm sorry if your wife's family had a bad experience but I was talking about in general how it has worked in china. I mean how else do you think non-business Chinese family accumulated their current wealth. If majority of people got treated the way your wife got treated I'm sure Chinese people wouldn't have seen the increase in the quality of life the last couple of decades. There were definitely cases where proper rules were not followed and the smaller the city the more likely u will see that. Even Shanghai in the early 2000 like I said had a major case caused by corruption. Hence the whole anti corruption campaign has been so well received in china. But in general most Chinese got their first new apt in the 90s via buying out some sort of ownership of their previously govt given apartment then old areas got revamped and bought out to build new developments.

And yes you can't compare tier 1 cities with tier 3. But however stagnant I'm sure your wife's place is worth multiple of what it was worth 10 years ago?
