    Yes.

    The original placement shares had restrictions attached (voting power). That they have been passed on to other shareholders means those restrictions are lifted (related only to individual shares sold) so the new owners have independent voting rights - as a course of the sale.

    While C4 may be buying, C4 better buy a few hundred million more if they want to affect voting!!
