Looking for a bite ;) I take your point about locals being part of the game - and in particular developers.
Yet from Qld govt demographic figures, we actually do suffer from a preponderance of oldies from down south moving up, and have done since Bjerke removed death duties. And they do require far more expenditure - as I recall, one uses more health services in the last week of one's life than in the rest of one's life put together. When they die, their loot goes back down south to their kids.
If the feds coughed up for health services rather than the states, things might work out somewhat better for Qld.
One way or another, population growth must be curbed - the coast is being loved to death.
