Can you post a link? Like i said i dont know where you are getting 1a/1b from and i dont remember seeing the document serge is using. But phase 1a and phase 1b together sound like phase 1 to me which is what it says.

Im not arguing that they wont do a CR eventually if they feel they need to just that it wont be within the next 6-8months so i am arguing against the usage of near future/near term/ soon.

Generally the people who run the business are going to be the ones who can give the best estimate of their expenses and then they would add a fudge factor on top of that because yes there will probably be things they didnt anticipate. Even if their budget is used up it still doesnt mean they have to do a CR.
